Non compliance to the consumer protection act!! No refund for a dress of appalling quality!!

A bought one of the pleated dresses from Leigh Schubert at the V&A Waterfront. When I tried it on I realized that the fabric is poor quality and the pleats are not done properly, when I went to return it they refused to take it back and give me a refund. Apparently only Leigh Schubert can give refunds and was out of reach. After several calls and WhatsApps by the shop assistant I am still holding the terrible dress. I was offered a voucher but I would hate any item I buy from the store!! At this rate! It is ********, totally against the consumer protection act and ********* to not give a refund for defective products!
