LAY BY CANCALATION

i want to the legit in The Grove mall to cancel a laybye and i didnt have my slip and i was asked to bring an affidavit from the police,i just want to find out where in the consumer act does it require a client to produres such.also why is not written in their store procedure ,this is really unacceptable i used my petrol drive to the mall just to be turned back,ALSO THE MANAGER WAS VERY HELPFULL AND I UNDERSTAND THAT SHE WAS JUST DOING HER JOB .BUT WHAT THIS COMPANY IS DOING IS JUST WRONG .
