Services not rendered

Legend bike and tyre qouted me +- R10000 to :

Service vehicle. ( oil, oil filter, fuel filter) 2 x second hand 17 inch tyres R2600. ( Really? ) Tyrod ends. Steering rack. New starter.

Cash paid upfront. Waited for over a month. No new starter.The car is worse than it was before and is standing now. Steering rack was not done. Tyrod ends not done. Car is in a terrible state.
