Incompetence

I logged a claim at the beginning of the year, requesting assistance with an Antenuptial contract. It's almost the end of the year and I haven't had this contract yet. I keep being told that ill be referred but never. ALL PROMISES AND NO ACTION. Who will be responsible for changing the type of marriage should all traditional processes start ?
