I do not appreciate what this guy is doing

I met this Legal Wise rep by the name of Justice in Pine town, because I was in a rash and the application process was taking long I then asked him to give me the brochure so that I call Legal Wise myself. He offered to call me later because he had already started the application which I didn't have a problem with. A week later he sent greetings on whatsapp and I didn't entertained him because I didn't know who was I talking to. A month later now, he is greeting me again on whatsapp and this time introducing himself. He sent me my ID number and address and said we need to finish up the application. I said thanks I've already joined and i dont do business on whatsapp and he was like how can I do that because I know he is paid by commission and where have I joined. Few minutes later he is sending me my pic which i think he took on whatsapp and kept it. He asked me who's pic it was. I became very annoyed and asked him to please get rid of my personal information which he wanted an answer why. I told him its of no use and I feel uncomfortable and he was like ooh. I'm really irritated by his reaction and I don't feel safe cause he has my address and ID number with him
