Eviction letter refusal

Earlier this year February i app**** for an eviction letter because my tenants have been breaching the contract. I cried out to Legal Aid and they refused my application twice even after submitting each and every document that I had regarding the house. I am orphan and my only sibling passed on a few years ago so my tenants have been taking advantage every chance they got, right now they have opened a protection order against me. i don't work I'm trying to open a business and the rent money is my only survival income, I also went to the police station but they are saying that i need an eviction letter and Legal Aid is against me having it. can I please get help ? .
