electricity cut off without out any notice

I moved into Betris flat on the 15 September 2015,My electricity bill is between 150-250 per month. Today I am called and told that my electricity has been cut off because I did not pay the full amount in November. How does an agent advise a client that he did not pay the full amount for November on the 21 January???? How does my electricity jump from the 150-250 to 500??? I ask for an explanation and im told im rude! I ask to cancel the lease and im not allowed to! Poor service and attiude of Jessica de Silva does not make it any better. PLEASE DO NOT USE LEGACY PROPS AS A PLACE TO RENT
