Installation of Blinds

Good day. I have contacted Andre Jansen for blinds. He came to my property on the 11January 2016, after he gave me a quotation I gave him a deposit and then we agreed that installation will be in 3 weeks time- first week in February. He requested a further payment at the end of January so that the blinds could be install the next week. I am still waiting today being the 4 March 2016 - which was our final agreement date and time at 15 h00. I struggle to get hold of him- either the phone is just ringing or it goes to voicemail. Please assist.
