Theft of Rental Deposit

If there was a zero rating, I would have given one. This company was so much in a hurry for me to move out and to do moving out inspection with promises to send me quotes of the repairs that needs to be done and they even asked for my account no for deposit refund after the paint work. That was 2 months ago, the place has since been repainted and the flat has a new tenant, buy my remaining deposit has not been refunded. The Bloemfontein office is so unprofessional, they were there fir everything but now I'm told they can't refund me, I must talk to the owner of the building...like ***?
