Deposit refunds

I recently paid a deposit one month rent and administration fees to Leapfrog Estate agency for a property that I liked, this was over two months ago. I work abroad and got back home a couple weeks ago in order to move in to my new little home which is a studio designed for one person. Unbeknown to me my daughter who lives abroad had made plans to move in with me full time, a great surprise but costly as I have approached the estate agents and explained to them my problem as I need a two bedroom apartment now having my 15 year old daughter with me. They have not responded over the two weeks that I have notified them with a humble apology.. This is out of my control I understand I may loose administration fees and deposit but surely not every penny as in 17.500 rand? Please could I get some professional advice on this matter...
