Non payment for rental due on property

Cliff Viola rented and lived in a property from me for a few years. Before he left he failed to pay rent and short paid the month before . The house has been left in a state of disrepair. The electricity metre number has been taken too. I have made various attempts to contact Mr. Viola and his church and have failed. I have sought legal council and if this matter is not resolved immediately the matter will be handed over.
