False advertising - dealing in suspect laptops and advertising them as brand new

I bought a laptop, advertised as brand new, from them, but when I received the laptop , it had no original packaging or charger and several deep scratches on the cover. After several failed attempts to contact them via e-mail, I phone their customer support line to ask for a refund, only to be told that it was outside their 7 day return policy, even though it was within 2 days of receiving it and within 7 days of them dispatching it. Their "manager" was not very helpful and eventually only asked if I would want a replacement and promised me an e-mail from his management to discuss the situation. To date, I have not received anything and will be taking it up with the Consumer Protector.
