Langeberg Municipality (Robertson) refusal of dept payment.

Langeberg Municipality owns me R2439-19 + interest for the past 3 months. This were the credit on my 2 accounts 131 and 133, when I sold my property 3 months ago. I completed all the forms and query this a couple of times with no results. If this were the other way around, they would have cut my electricity long time ago.
