Unreasonable levy legal fees

I bought a property and moved in, for 3 months I wasn't getting my levy statement. And the month I was sent a statement was the same month I was getting final notices to make payment. I made a payment and my account was still handed over and I made a payment arrangement which I have honored, however every month I am paying ridiculous legal fees and it's like I am not paying at all, my account balance is standing in one place because of the unreasonable legal fees!
