Left wondering if being badly served was a result of my black skin color

We are owners with my spouse, at Stellendale Village in Kuilsriver. On the 30/04/2016, we lost water supply and went to seek help at Landlords Agency where we experienced first hand rudeness of two colored women ( Natasha Wilsh and Miranda who were on duty at around 19h00), who started shouting at me. I asked why we were being shouted at and the two ladies took out cigarettes and started smoking, cursing in Afrikaans. Again I asked why they spoke a language I do not understand, they said my problem was not theirs and they went inside saying you are renting, which I am not and told them this. They said I should f**** off and I left. I am still without water and the people who sold me this house claim it is not their problem, please tell me where to turn to as I can't be in waterless house.
