Not rendering a service i was paying for

December my grandma passed away n my mother had a funeral parlour with Kwena Funeral home.My mother has been paying the burial since 2012.When my mother called Mr Kekana to tell her about her problem,he told her he was busy with another funeral and will call her back.Days passed by but he ddnt call us back and when we call his phones were off.Because 25&26 was holidays we thought on monday he will call but he ddnt then my aunt dexided to use her mortuary as we ddnt knw if we were gonna get help from Kwena Funeral home.Then we called him later that day n we spoke to him that he can give us money as he cannot render the service.The money that he was suppose to give us was 5000 + veges .On thursday when we got to his offices he told us that 5000 was only for main member n he wil give us 3500.We struggled to get hold of him on friday n wen we vcall he gave his children the phone to tell us he went out but we could hear from the background talking.That is very unproffessional.After the funeral he signed a letter saying that he will pay the money on the 5th of February but wen we called him he told us his lawyers are handling it.And again we later found out that the is no agreement form on my mothers file n he gave us that letter to sign again but we refused because how did my mother had a society wiithout a contract then he said he misplaced it .Please help
