No delivery of good and no refund on money 27k

I paid for Chairs in December and I was promised the chairs on the 31st of January. Upon following up first week of February I was told they had a flooding and they are busy with repairs to warehouse. I followed up end of February and after trying to call everyone and anyone I could get details of I was finally sent an email on the 11th of March and told delivery will be in two weeks, it's been two weeks now and no word and THEY ARE NOW NOT ANSWERING CALLS
