Why are they allowed to be there?

We have tried since July 2020 to get the license from the Bronkhorstspruit license department. The 10am appointment was done by 1pm! There is no order, only people who hustle for money. They send everyone to the optometrist in town for eye tests. There are people who jump the queue all the time, the workers are on their phone for long periods. In October, they have not even sent in the forms, and we had to wait for another 6 weeks. Then we went in November 2020, and they were closed. Closed again in January 2020, on strike and without power the other two times we went. Today we got there and they had to start from the beginning for the application since they cannot find it anywhere. We tried to phone, but the phones does not work/get answered. I cannot understand why this office exists, They are not able to do anything.
