Office closed(?) on date of appointment for drivers license renewal

I had a drivers licence renewal appointment (pre-booked online) on 9 July 2019. On arrival I was confronted by a chained gate. I was advised by the photo vendors, that the offices were closed that day. I've tried several times to phone the dept, to confirm and advise re the missed appointment, but their phone isn't answered. Frustrating to say the least, half a day leave taken and lost!
