Bully landlord

I decided on a property advertised by Sandra Chersulich in Lambton named Serenity. She advertised the property for R5100 per month. When I accepted the property she informed me that I must pay for parking and a R300 levy each month. This was not stipulated when it was advertised or when I went to look at the property. The flat that I decided on smelled of sigarette smoke and I offered to fumigate and repaint on my own account since she repainted last year. When I wanted to go to the property to fumigate since I would be moving in in two weeks she ignored my request and sent a whatsupp to all the residents in the complex saying no one is to have visitors that particular evening. One of the tenants informed me of the whatsupp as I had spoken to her about coming to fumigate that night. I also asked to come and measure the windows in order to make curtains which she denied. I asked a tenant if they would open for me so I could do so. The tenant received a threatening message that Sandra would cancel her lease should she continue to assist me. The tenants are mostly young couples and they were informed that they have to leave if they fall pregnant. She intimidates them and threatens them if they do not oblige. She said to me the complex is registered as a retirement village which she initially built for her parents. No it seems she is using it to run her own little concentration camp for young couples.
