****** item claim

Good day

I took a Kulula flight from East London to O R Tambo International airport on the 04 December 2016, flight number MN 806. When I got home I realized that the cable ties were removed from the luggage. When I checked the contents inside the bag, perfume was removed from the bag they only left the empty box. I sent this complaint to the relevant people dealing with ****** property. I was told to fill in a claim form which required me to report the case to SAPS. On the form, I had to specify the size and value of the item, I did that. They then responded to say they do not pay per value but per the weight of the item. I'm confused on that part because on the perfume that I lost which cost R1695, I will get R240 which according to them is calculated using the weight of the perfume. How does this even make sense? And when I asked about this the person said I must fill in the form as the claim will be null and void if not received (more like saying, "just fill in the forms or else you are not going to get even that R240")
