Kulula - is this legal?

I am one of many thousands who are unable to fly because of lockdown. Surely LEGALLY Kulula cannot keep my money? Airbnb offered the full refund without my even asking. And a phone call to the Kulula helpline tells me they are not working at all. I find this incomprehensible.
