Baggage, "we are not responsible"

My wife checked in 1 bag, it had zip ********** when she picked it up at her destination. Airline indicated that they are only liable if insurance cover were taken out. That may be, but looking at these HP entries it looks like they are not even interested in making an effort to look after passenger belongings at all. There is no money in it for them.
