Bad/Shrewd service

My daughter booked a flight for 30/11/2018 from Lanseria airport to Durban. Her luggage was bubble wrapped and when checking in she was 1kg over. At check in she was told to mvoe some of her luggage to her hand luggage. How could she do this when it was bubble wrapped? What difference did 1kg make if it was in her hand luggage on the her bag for the hold? The check in personal told her to go over to another counter where the lady there would assist her. He then put her back through. My daughter went over to the other counter where no one assisted her but told her to pay R330.00 for the extra weight. If she had known that she would have taken her suitcase and moved items to her hand luggage and not paid R330.00 but R80.00 to re-bubble wrap her suitcase. They way this was handled was so shrewd and not very professional. Seriously R330 for 1kg is outrageous!!!!

What is Kulula going to do about this???
