Bad signage and no urgency to help

Flying from Joburg to Durban from Lanseria airport. Signage says 'bag drop off' for 4 counters and check-in for 3 counters however people where checking in at the Bag Drop off counters. I went to the first counter that read bag drop off on it with 9 of my colleges and was told to go to another cue. Sorry we can't help you. After standing in another cue we were sent to another counter with the signage 'bag drop off'. We checked in and there was no issues. When I questioned the staff there they could not help me. Their response was, \we can't change the signage". My question is"
