Disorganization at the Kolonnade Mall and No Face Mask by a Police Officer

This Kolonnade Mall is a disaster to try and walk from one end to the next. It is blocked off and the only way you can get to shops at the other end is by going around. The ramp to the upper level parking is open, but to my surprise I see the upper level is completely empty. Also the doors are locked to the enterance of the upper level. Why not block off the ramp so vehicles cannot go to the upper level. The parking area outside is also a disaster: you enter the one entrance and then when you leave and want to go out the opposite entrance, you drive all the way down only to get close to the gate and find it is blocked off by tape. Having to go all the way back. The Mall owners (a large investment institution and a large pension fund, I will not name them) obviously like to waste customers time.

Lastly when I was at the back of the Kolonnade a POLICE OFFER came out of the back entrance (i.e. the one closest to the Post Office) with NO face mask. How did he get past the fantastic security in the Kolonnade without a face Mask? I thing it goes down to the fact that they (the police) seem to have an attitude that they do not only represent the law and have to also abide by it, but that they ARE THE LAW.
