Why don't they answer.

I sent my first e mail to the Knysna Municipality,on the18/12/22,the only reply I had,after more e mails sent,was to say I have a Collab *** not signed,but said from Municipality Manager,on the 6/2/23.still no communication from them. What I need to know is as I have a pay as you go electricity meter,and each time I buy,there is an additional levy for availability of electricity,+ tax which is regularly increased.So if I go back to being billed each month,then this extra falls away.
