Occupational certificate for homeowners

We build a house at Pezula Estate, and Knysna Minuncipality and Pezula Estate refuse us occupational certificate due to the fact that we have synthetic grass instead of real grass. Our view is that there is drought in the Cape province, we cannot irrigate with Public Water hence we installed synthetic grass however Pezula Private Estate and Knysna minuncipality insist on us growing grass for aesthetics and they could not be bothered by water scarcity plan, as a result they refuse to issue house C36 occupational certificate. This is irresponsible of this municipality and perpetuates Water wastage from their point of view.
