Hidden charges

I bought a pre-owned hyundai i20 around 2 years and 10 months ago which was financed through bmw financial services. After the whole on-the-road thing came up a few days ago, i went back to check my agreement and realized that i was charged R4902 for on-the-road fees and an extra R4200 for repairs to the car(which I had not noticed before) which they loaded onto my finance. Why should I be charged for something they repaired on the car before I even bought it? Is this legal?
