Unprofessional and ******* sale of vehicles without changing ownership

Mr Joe Kaseke bought my car from me last. He gave me his business card for KM MOTORS. My car was sold to the third party without changing ownership of the vehicle to theirs. The third party is collecting traffic fines in my name to date. I have contacted Joe and requested him to sort this and he has not fixed this.
