Dust at a clinic facility

Good day, today I went to the clinic to and when I got there I realized it was a scheduled date for babies and toddlers, I'm flabbergasted by the fact that grass cutting was being done, the inside of the clinic can only accommodate 20 people, so there was about 60 mothers together with their children outside waiting to go inside, now my worry is we come to the clinic to seek health yet while we wait we get exposed to dust hazard. I strongly believe that they could have waited until the people were gone then only start with grass cutting, they also have a 24hour security so they could have waited until the little children left and done the grass cutting after hours which is 4pm,there is no excuse for their decision, I have a video of the whole thing. If that dust was affecting me, I wonder what it does to these small children who can't speak for themselves.
