POOR HANDLING OF A COMPLAINT AND NEGLIGENCE

I made an order and their courier guy delivered it to the address I wrote but not to the recipient nor a person who has the personal pin now my parcel is lost. She says that her job and the courier are done; then what is the use of writing a recipient and being given a PIN if anyone can be given the parcel?
