Poor Customer Service from Manager

I bought 40 bags of tile cement from the Kit Kat hardware in Silverton. I tried to return 30 of the bags as they were of poor quality and could not use them. The manager then told me that they have a no refund policy on cement although cement is not one of the listed items on the refund policy on their till slip. He was really rude and arrogant. They really do not care about the service they provide to customers. I am really disappointed in the manner in which the manager handled the whole situation. All I wanted was to return their cement and get my refund. This whole situation is really frustrating.
