Worst accommodation

We where booked in the fist floor, the music was so loud that the floor was rattling. The hallways was smelling off smoke. On the second floor the floor the bathroom was so dirty, the duvet cover had a cigarette burn on it. The cushions fillings were falling apart and pillow cases stained. Even the curtains was so dirty. The DSTV was not working at all, signal problem..... I've reported these problem, and the manager said they will refund me if the booking agents won't charged them for the second night I've arranged that then he said that he didn't promise a refund and he needs to speak to the owner who is somewhere not reachable. I've written and email for all parties owner included but they refused to reply back
