TERRIBLE SERVICE!! WONT PAY-OUT REFUND

King Edward Hotel (Port Elizabeth) refuses to pay out my refund i the amount of R3 600. I notified the hotel that I would no longer be visiting their establishment in October 2017, to date I have not received payment. They keep giving empty promises saying they will pay out and they don't. I have been making numerous phone calls to this establishment, to no avail. Someone please help me? Who can I report this Hotel to?
