Defective Toilet Tissue Rolls

I recently purchase a pack of Baby Soft Toilet Tissues, only to find that 2 of the rolls in the pack of 9 were severely defective and falling apart. Once all the torn and tattered toilet tissue sheets were removed from the roll there was less than half the roll left :( What a waste!
