Baby Soft toilet paper feels like sand paper

Why did the quality of Baby Soft go down so badly. It used to be soft as the name indicates. It now feels like the same quality as the no name brands... or the toilet paper that I used in Zimbabwe in the 80's (there was no quality paper available)
