Baby soft gives Half rolls of toilet paper but we don't pay half the amount for their toilet paper!

I bought 2 bags of baby soft toilet tissue minis with 9 rolls in each bag last week. And this week while using the 2nd bag I noticed a roll of toilet paper that looked odd in the bag, and when I took the roll out it had half a roll. Like the sheets are literally cut in half and does not cover the brown toilet roll inner! And for a cheek it was cleverly placed in the center of the bag so that you cannot see it from the outside! This is totally unacceptable, we already pay alot of money for baby soft toilet Tissues and they give half rolls it's pathetic then I'd rather by cheaper toilet paper knowing exactly what to expect from it - not half rolls of toilet paper!
