No disk after two months

I have had such a disappointing run with Kia Tygervalley, so I traded in my vehicle in January collected the vehicle on 21 January, the guy tells me I should have my disk and number plate within two weeks, after two weeks I follow up him, he says "oh now there's a block on your name" so I ask why didn't you tell this because as far as 8 know I have no pending tickets, turns out Traffic department forgot to remove a paid speeding ticket, now I fix this same day with traffic department and inform him the following day, he says that's perfect, so now every week I follow up, he first says there is a back log, then he goes quiet nothing 0 communication. No replies, does not pick up my calls. I am sitting two month with an expired temporary disk
