Kia Fourways lack of service on registration of vehicle even tho they charge you for it in on the road fees

I am struggling to get my license disk for a car I purchased from KIA Motors Fourways in October 2018. Firstly I incurred penalties on my traded in vehicle because the dealership only registered the vehicle in November. Granted, this bill is for me to foot. However, Kia never followed up with me for delivering the license disc for my new car. I drove the new car out of the dealership on 17 October with a license disc that had expired on the 30 September 2018. I was under the impression that were working on getting the vehicle registered. I contacted the salesperson in November asking him where's my license disc but he was unaware that it needs to be registered. I then told him that the license disc on the new vehicle expired on 30 September. He said ok he will register it. Gets back to me saying they do not want to release my disc coz I need to pay R560 in fines on the license on my old vehicle and all I need to do is take my ID and drivers license to the licensing department to pay the money. I go to the post office to pay the fine and they tell me i dont have traffic fines on my profile! I take a day of leave and went to the licensing department and then find out I need a copy of my ID and need to fill in the form for motor vehicle license. I contact Kia Motors but Chris said he will call me back but didn't. The sales assistant who sold me the car no longer works there. My husband contacts him and he says I must fill the form with the old vehicle details (the one I traded in to them)... this doesn't make sense because that vehicle no longer belongs to me. I contact him. I explain to him that they didn't register my old vehicle on time and so I had incurred penalties I ask him whether vehicle registration is included in the exorbitant on the road fees that I paid 3 months ago and he says yes. I ask him whether I must fill the form in and explained to him I have no outstanding fines. He tells me that "if you want us to register the vehicle then you can get it by next week, but if you go register your vehicle then u have to pay for the disc". I ask him what do you mean "if I want you to register the vehicle? Isn't that included in the on the road fees that I paid already?" . In any case, I'm just extremely upset at the fact that 1. They gave a vehicle with expired license disc but never bothered to register the vehicle, 2. I'm still without a disc btw waiting at the licensing dept in line to see if I can get it here. Nobody from KIA Fourways bothered to get back to me.
