Brakes do not work from word go

Bought Kia December 2016 with about 64000km on clock. Right from beginning I complained it does not brake if I am in a parking lot driving with brakes. Previous services they said it was dust. Today they say it is the discs and I need to replace it. I can also not get hold of anybody at HO. Where to from here?
