Water Problems

It is now 8 Years that we only have water early mornings and sum-times in the evenings.When we call Louis there is always a problem the latest problem was the water pipe from Koster dam. The last time we contacted the Municipality they confirmed that the problems is resolved and that the operator did not open the valve. Why is it still the same with the water as before? it seems like they open and close the valves when when they feel like it.This is now getting worse. Also sum times when you call them they just say they don't know any thing
