why advertise when you not open?

KFCs working hours at 14th avenue stats 07:00 to 22:00, It's the second time I get to this particular franchise at 07:00 and I found them closed, today I got there at 07:05 and I was told they will open in 5mins, I left the place at 07:15 cause I was gonna be late for work, this is unacceptable, KFC has all these adverts on how to brighten up your Monday with a "breakie and a cappacino" how are suppose to get the special if it does not open for business? how are we suppose to enjoy the specials? is that a publicity stant or what?
