Mask or no mask at Kfc?

As i walked in to kfc at 195 jeppe Street jhb, i was approached by a guy who asked me to fill in their covid screening questionnaire, with his face mask under his chin, then i proceed to the counter, and i was served by a lady who also had her face shield above the nose and face mask under the chin as well, so i wonder if the covid 19 regulation does not apply to this kfc branch?
