is it theft, poor service or wokers with dont care attitude

i bought a promo streetwise mix which have a peice of chicken, two wings, a soup and a mini loaf. my order number was 342 at kwamnyandu mall. what was diliver was short of wings and i olny discovered when i was home. it is not the first time this thing happens in this store, last time i bought a bucket and found out when im home that it was 2 peices short. i thought this time i must complain. i still have a till slip with me
