Disqualified applicant because she has NCV Level 4

I have a cousin who went for an interview at one of the branches of KFC. He went for the first interview for a test she passed and she went for the second one for verbal, after the verbal the area manager came to her and say she cannot appoint her since he has NCV level 4 which is not grade 12 and according to the circular of the department of higher education and training ncv level 4 is equivalent to grade 12 Plus the so they took a CV back to the applicant and they said she doesn't qualify at all
