Cancelled orders and no refunds given!

I placed an order 3weeks ago, order was confirmed and payment made. After 50min the order was out for delivery, thereafter received an sms that the driver will not be coming. Bare in mind that you have people over and we all waiting on the food to be delivered. I never received a phone call whatsoever to explain why the food is not being delivered. Up until today I have not received my refund. I phoned several times and was first told I would receive my refund in 24hours, thereafter it was said 7 working days. Its been 3 weeks no phone call no money nothing!!
