Bad service and attitude

We had an accident where our baby fell of bad and we rushed him to the doctor who referred us to Kalafong Hospital...when we got there (me&wife) we couldnt go both of us inside as parents, instead the security said one parent should stay outside, I mean we not talking about ICU...I am talking about casualty where the baby is going to see a doctor and take X-rays. How can a parent be denied access/ be with his or her baby in such a situation, if only one parent is allowed how is one parent going to take decision if doctors need urgent confirmation from parents...emotionally how can a parent be denied access to be with a baby in such a situation?
