Unprofessional manager

My business partner and I got into an agreement with the manager (Niki) with regards to her catering for us for an event. Due to unforeseen circumstances we had to cancel. I spoke to Niki about the cancelation and she agreed in writing to give us back the deposit and only take 30% of it, and said I should contact her on the Sunday to see how the sales have went. I contacted her on the Sunday and she told me they made sales and requested in writing that I give her my banking details where she will be able to send me the deposit which was owed to us, of which I did. The following morning I woke up to her sending me policies of how things work in the catering industry, as well as conversations she had with her friends who advised her not to pay us back. I requested a meeting with her and her boss. Her boss didn't make it to the meeting but during the discussion with her which I recorded, she does agree she made bad decisions as a manager as she was supposed to consult before agreeing to pay us back, she also does agree that she will pay back. However I feel that it's been long now and she really seems unbothered by the whole thing. If she said in writing that she made profit from the food, then she should've been able to pay by now!
