No licenses for jurgens campworld caravan

I bought a caravan from jurgens camperworld and paid in full last Sept 2019 up and til today i can not get my license for caravan the company did not pay my money over to release my caravan from the enatis system... There reply sorry nothing we can do for you so what now how do i get my money back and return caravan or get my disc for it ???? Excuses after excuses nothing is getting done
